The following are the primary goals of SII-NRDZ-EEL Phase 2. Goals A and B have equal priority. The others are listed in decreasing order of priority

  1. Demonstrate dynamic spectrum sharing between a radio astronomy facility and third-party terrestrial systems: This involves conducting experiments to show how spectrum can be shared effectively between radio astronomy facilities and other terrestrial systems without causing interference.
  2. Demonstrate dynamic spectrum sharing between a spectrum research facility and third-party terrestrial systems: Similar to Goal A, this focuses on spectrum sharing between research facilities that study spectrum management and other terrestrial systems.
  3. Release and support a radio dynamic zone toolkit: Develop and provide a toolkit that enables the implementation of radio dynamic zones. This toolkit should be robust, adaptable, and well-documented to support various applications and users.
  4. Help define and demonstrate the NSS Testbed[1]: Contribute to the creation and demonstration of the NSS Testbed, which is part of the National Spectrum Strategy. This involves activities like advocating for academic R&D support and participating in multistakeholder groups.
  5. Define the National Radio Dynamic Zone: Work towards a detailed definition of the envisioned National Radio Dynamic Zone, including its geographic extent, capabilities, users, and operational requirements, while engaging with key stakeholders to gain support.

Additional activities

  • Management and Coordination: Oversee the project, including all subawards and contracts, ensuring smooth operation and compliance. Support an annual review by an NSF-convened committee.
  • Spectrum Regulatory Expertise: Act as the main contact for federal spectrum regulators, arranging spectrum access and obtaining necessary regulatory approvals. Educate regulators about program activities.
  • Technical and Operational Approaches: Explore methods for managing spectrum in radio dynamic zones, ensuring sensitive information is protected. Develop a roadmap for advancing these capabilities.
  • Situational Awareness and Planning: Stay informed about developments affecting the project. Explore new sites for field trials and update the project plan to achieve goals and broader impacts.
  • Community Engagement: Build a network of researchers and industry partners through collaboration and interaction events. Maintain a repository for sharing data and tools and lead an open-source process for toolkit development.
